Issued in response to the 1895 report which revealed unsatisfactory conditions in Maine's rural school, particularly pertaining to hygiene and ventilation. This report covers proposed updates in those areas and provides plans drawn by architects across the country to be emulated: "This document should be in the hands of every person who is responsible for the housing and training of the children in the public schools of Maine, so that in the future when buildings are erected school officials will take advantage of the studies which have been made in this field and be able to protect the children from the punishments which have been inflicted upon them in the past."
