Orcutt was a prominent educator originally from a rural New Hampshire family with limited access to education. In addition to his work as an instructor, he served as principal of the Tilden Ladies' Seminary and was briefly a representative in the New Hampshire General Court (1870-72), where he spearheaded the establishment of the State Normal School at Plymouth, arranged for the reorganization of local school systems and created mandates for public school attendance.
